What we do

Bread, every day, inside the camp.

Safad operates one of the most distinctive bread models in the global refugee system. Industrial-scale bakeries inside Zaatari camp — the largest Syrian-refugee camp in the world — and inside Azraq, produce fresh bread daily for camp residents, anchored in a long-term retail agreement with the World Food Programme. The same food-systems capability extends into food-commodity pipelines, ration management, in-camp food retail, and institutional cafeteria and event catering for United Nations and government clients.

The operating company is Luminus Catering — wholly held within the Safad portfolio, registered in Amman on 23 April 2007, and over eighteen years of continuous operation, founded and led by Ibrahim AlSafadi from establishment.

Luminus Catering — corporate

Wholly held within the Safad portfolio. Registered in Amman on 23 April 2007 (private shareholding company no. 315); over eighteen years of continuous operation. Founded and led by Ibrahim AlSafadi from establishment.

WFP Zaatari & Azraq fresh-bread retail

Long-term partner to the World Food Programme for the supply and selling of fresh bread in Zaatari and Azraq camps. WFP Retail Agreement JOR18CT023, first signed December 2018, extended through Amendment No. 10 to 31 May 2025. Up to 12 metric tons of fresh bread supplied daily; bread for more than 100,000 Syrian refugees daily at peak; over 5,200 consecutive operating days; 62,500+ metric tons of bread baked and distributed cumulatively.

WFP Syria food pipelines

Around USD 45 million in WFP food programmes delivered since 2011–2012, including multi-year fresh-bread supply for Zaatari and Azraq, and large-scale food pipelines for Syria — wheat flour, bulgur, rice, pulses, oil, sugar and pre-packed rations.

UNICEF Jordan LTA

Long-term arrangement with UNICEF Jordan for in-house cafeteria services for staff at the agency's Amman premises and for non-exclusive catering during meetings, workshops and conferences.

How we engage

Multi-year volume commitments, integrated supply.

Bakery and food-systems engagements are typically multi-year and structured around volume commitments. Safad can mobilise mobile and in-camp bakeries, design retail systems for camp residents, and integrate food-supply pipelines with the wider operating site. Catering engagements can be set up under long-term arrangements or on a project basis.

The engagement is led from the Office of the General Manager and underwritten by Luminus Catering as the operating delivery vehicle, with Safad providing the institutional layer for governance, reporting and counterpart engagement with United Nations agencies and host-country authorities.

Where peace begins with bread, water and continuity. The bakery has not stopped in more than five thousand consecutive days.
